The Departments comprising Hoke County Building and Planning are located in the Old National Guard Armory Building, 423 East Central Avenue, Raeford NC 28376.  The Offices are open from 8:00AM until 5:00PM, Monday through Friday.  The office phone number is (910) 875-8407.  The office Fax number is (910) 875-1072.  Department personnel are as follows:

The Department provides services relating to development in Hoke County.  The services include Zoning Administration, Building Plans review and approval, Permitting Administration, Development plans review, Building Inspections and Codes Enforcement.  The Department prepares agendas for the Hoke County Planning Board and the Hoke County Board of Adjustment.

Board Meetings

The Planning Board meets on the second Thursday of each month at 7:00PM.  The Board of Adjustment meets the first Thursday of each month at 7:00PM.   The meetings are held in the Hoke County Commissioner’s Room at 227 N. Main Street, Raeford, N.C.

Zoning Administration

The Zoning Administrator receives development permit applications for new developments, zoning changes and conditional uses.  The Administrator reviews preliminary subdivision plats and final plats for compliance with Hoke County ordinances and regulations.

Building Inspections and Code Enforcement

The primary objective of the Hoke County Building Inspection Department is to provide adequate inspections and provide a service to ensure the public’s health, safety and welfare.

A plan review program is in place to ensure that all buildings are in compliance with the state of North Carolina Requirements.  The review is usually completed within the following time frame unless the work load is extremely heavy:

  1. Single Family Residence – 1-3 working days
  2. Commercial - 7-10 working days
  3. Special or Large Commercial – as required

The North Carolina Department of Insurance (www.ncdoi.com) is responsible for setting the standards for licensing of Building Inspectors.  The Department publishes and interprets Building Codes. Hoke County enforces the Building Codes adopted by the state of North Carolina and rules and regulations adopted by Hoke County.

The Inspections Department provides inspections at several stages of construction in all trades: Building, Electrical, Mechanical, Plumbing, and Insulation. Required setback distances are verified.

The Inspections Department enforces state and local laws, ordinances and regulations relating to the Construction of buildings and all technical codes.

The Inspection Department provides an open door policy to assist all customers and citizens with all questions and problems related with the enforcement to all applicable codes and ordinances.

There are few exceptions to the requirement to get a building permit!  Proceeding without the required permits will result in enforcement action, stoppage of work, and the securing the required permits.  The cost of the permits will be double if the work was begun without permits.

Residential $0.30 / sq. ft.
Commercial $0.50 / sq. ft.

Moving Home:

Requires inspection before moving.

Note:

  1. Mover must provide copy of license.
  2. Mover must post bond to the count in the amount of $500.00 to ensure property is cleaned once the home has been moved. This applies to homes located within the county.
