Raeford, NC - The Hoke County Sheriff’s Office announces on February 27, 2026, Detectives with the Narcotic Vice Suppression Unit (NVSU) concluded a narcotic investigation which was started after an anonymous complaint regarding the sell and delivery of cocaine. 

The NVSU and members of Sheriff’s Emergency Response Team served a narcotic search warrant in the 100 block of Nutley Drive, without incident. Three suspects were arrested from the house; Mr. Donnie Howard Hayes, Mrs. Carolyn Hayes, and Mr. Jesse Jacobs. 

During a search of the residence, law enforcement located a safe that contained two mason jars totaling a quarter of a pound of marijuana. Detectives also located eight firearms, suspected cocaine, Suboxone, over $800.00 in US Currency and assorted items of paraphernalia including baggies, straws, and ledgers. 

During the course of the investigation, NVSU detectives learned both Mr. Donnie Hayes and Mrs. Carolyn Hayes were known to be convicted felons from previous arrests and that Mr. Jesse Jacobs was staying at the residence. All suspects were transported to the Hoke County Detention Center where they were charged with numerous felonies. Mr. and Mrs. Hayes were both charged with five counts of possession of firearm by convicted felon. 

Mr. Donnie Hayes was also charged with possession with intent to sell/deliver marijuana, possess drug paraphernalia and felony maintain a dwelling for the sell/delivery of controlled substances. 

Mrs. Carolyn Hayes had additional charges of felony possession of a schedule II-controlled substance, felony maintain a dwelling for the sell/delivery of a controlled substance and possession of a schedule III-controlled substance.

Mr. Jesse Jacobs was charged with possession with intent to sell/delivery schedule II-controlled substance, felony possession of a schedule II-controlled substance, and possession of drug paraphernalia.

Mr. Donnie Hayes and Mrs. Carolyn Hayes each received a $50,000.00 secured bond from the magistrate. Mr. Jesse Jacobs received a $35,000 secured bond. All defendants also received a first appearance court date from the magistrate.
