Provision of Opioid Abatement Services – Exhibit A Strategies

FY 2025-2026


1. Background and Purpose

Hoke County has received funds from the North Carolina Opioid Settlement pursuant to the NC Memorandum of Agreement (MOA) between the State and Local Governments. The County intends to use a portion of its allocation to implement Exhibit A strategies under the MOA to prevent opioid misuse, support treatment and recovery, and reduce opioid-related harms in our community.

Through this RFP, the County seeks qualified vendors—non-profit or for-profit organizations—to deliver evidence-based and data-driven services consistent with Exhibit A of the NC MOA.

2. Eligible Strategies

Services and activities must align with one or more of the following Exhibit A strategies (summarized; see full MOA Exhibit A for details):

  1. Evidence-based addiction treatment (MOUD).
  2. Recovery support services (peer support, recovery housing, employment).
  3. Harm reduction programs (naloxone distribution, syringe services, post-overdose response).
  4. Criminal justice diversion and re-entry support.
  5. Treatment and recovery for pregnant or parenting women.
  6. Services for youth prevention and early intervention.
  7. Training for first responders, healthcare, and community providers.

Proposals outside these categories are ineligible.

3. Funding Availability

  • Funding Source: North Carolina Opioid Settlement (Hoke County allocation).
  • Contract Period: December 15, 2025 – June 30, 2026 (contracts will be pro-rated based on date of execution)
  • Disbursement: Quarterly, contingent upon submission and acceptance of required reports.

 

4. Eligible Applicants

  • Non-profit or for-profit entities, local health or behavioral health providers, and community-based organizations with demonstrated experience in opioid abatement, treatment, recovery, or harm-reduction services.
  • Applicants must:
    • Be registered to do business in North Carolina.
    • Comply with E-Verify under G.S. 64-26(a).
    • Not be suspended or debarred from federal, state, or local contracts.

5. Scope of Work

Each proposal must clearly describe:

  • The Exhibit A strategy(ies) addressed.
  • Specific activities, deliverables, and outcomes (e.g., number of individuals served, naloxone kits distributed).
  • Staffing plan (include FTEs, roles, and salary justification).
  • Coordination with other local partners (law enforcement, DSS, public health, etc.).
  • Data collection and performance tracking approach consistent with CORE-NC measures.

6. Reporting and Payment Requirements

To ensure compliance with the MOA and state reporting standards:

  1. Quarterly Reports (Required):
    • Due within 15 days after each calendar quarter (Jan 15, Apr 15, Jul 15).
    • Must include:
      • Financial expenditure detail (by category).
        1. Must contain actual expenses, including payroll, invoices, etc.
      • Program outputs and outcome measures (as defined by CORE-NC).
      • Narrative summary of challenges and successes. 
  1. Payment Schedule:
    • Payments will be made quarterly in arrears.
    • The next quarter’s payment will not be released until the previous quarter’s report is received, reviewed, and approved by County staff.
  2. Annual Compilation:
    • County staff will aggregate quarterly data from all vendors for submission to the State of North Carolina (CORE-NC portal) as part of the Annual Financial and Impact Report.
  3. Monitoring:
    • The County reserves the right to conduct site visits, request additional documentation, and verify data.

7. Proposal Format and Content

Proposals must include:

  1. Cover Page – organization name, contact, tax ID, requested funding.
  2. Executive Summary – concise description of program purpose.
  3. Narrative – project description, goals, methods, partnerships.
  4. Budget & Budget Narrative – detailed line-item budget (staff, supplies, other direct costs) with justification.
  5. Organizational Capacity – experience, key staff qualifications, prior performance.
  6. Performance Measurement Plan – specify quantitative and qualitative metrics.
  7. Appendices – required forms (E-Verify, conflict-of-interest disclosure, W-9, references).

8. Procurement and Legal Compliance

  • This procurement is conducted under G.S. 153A-449 (Contracts with private entities) and the County’s adopted Procurement Policy.
  • All contracts will be pre-audited in accordance with G.S. 159-28 prior to execution.
  • The County reserves the right to reject any or all proposals, waive minor informalities, and award in the best interest of the County.
  • Awards are contingent on compliance with the NC MOA and local authorization by the Hoke County Board of Commissioners.

12. Contract Conditions

  • Funds must be used only for activities permitted under Exhibit A.
  • No funds may supplant existing funding or pay for general overhead.
  • Reallocation among budget lines >10 % requires prior County approval.
  • The County may terminate the agreement for non-performance or non-compliance.
  • All financial and programmatic records must be retained for at least five years.

1. Is this a 6-month grant? December 15, 2025 – June 30, 2026?
Yes. According to page 2, Section 6, the reporting section, there are only three quarterly reports required, indicating a 6-month grant term.

2. Will a new term start on July 1, 2026, and operate through June 30, 2027?
This has not yet been determined.

3. If a new term begins, will we have to reapply to a new RFP/solicitation for the July 2026-June 2027 term? Or will there be a reallocation to continue the current programming?

4. What is the maximum funding request accepted?
There is a link to a budget sample, but no amount was listed in the RFP.

2. Do we follow the Ordinance amount of $200,000 for the 6-month period?
No, there is no expectation to follow current Ordinance as it is subject to change.

3. If there is a new allocation beginning July 1, 2026, to June 30, 2027, will that amount increase, or will the budget also be $200,000 for the 1-year term?

4. When we submit the budget form for this RFP, do we create a 6-month budget and then create a 12-month budget for the term from July 2026 to June 2027? Or do you want an 18-month budget?
